Yes, you can take your game saves from the Memory Card and upload them to a webserver or email them.

To do this, simply connect your PSP to a PC/Mac using a USB cable (Or you can use a card reader to directly read the Memory Card). Access the “SAVEDATA” folder, found in the “PSP” folder, and ZIP the game save that you want. Then upload it or email it!
